Please note that matches can only commence on or after Monday 20 July 2020.
All matches to be played over a single leg on a Home/Away basis with 3 matches at Home and 2 Away up to and not including quarter final stage. The Home/Away matches should, where possible, be played on the same date/time. Matches must be arranged and completed on or before the deadline date for each round. If the two teams cannot mutually agree a date for the match, the match date is automatically designated as the date on which the deadline falls. Deadline dates are on the end of each draw sheet. Results to be forwarded as soon as possible after the match to karen@munster.gui.ie
Full "Terms of Competition" together with Interim Guidance on playing the matches (subject to continual review) will be circulated later today from Head Office. These will be added to above link in due course.

Please find attached a scanned copy of EXACTLY how a scorecard should be marked in the upcoming competitions. The example provided is for a group of 4 players and the exact same should done for a group of 2 or 3 players. Again, we understand there is a lot of responsibility on the marker but this is what is required under the current circumstances.
Please enter the strokes AND the stableford points just like in the example given. The number of entrants in the competition is going to be large, so if the stableford points are not entered, it will take the committee a further day to process the results. Even though the computer is in use, the committee still has to go through every card manually. We sincerely ask for your cooperation with this.

BUNKERS: The following Local Rule will be in place for bunkers
"When a player's ball lies in a bunker, the player may take free relief once by placing the original ball or another ball in and playing it from this relief area:
-Reference Point: Spot of the original ball.
-Size of Relief Area Measured from Reference Point: Within 6 inches of the reference
point, but with these limits:
-Limits on Location of Relief Area:
*Must not be nearer the hole than the reference point, and
*Must be in the bunker
The player may clean his ball, but is not allowed to improve the conditions affecting the stroke smoothing the sand, before placing the ball. In proceeding under this Local Rule, the player must choose a spot to place the ball and use the procedures for replacing a ball under Rules 14.2b (2) and 14.2e.
So basically, if your ball ends up in a bunker, you mark the ball, pick it up (you may clean it), and then place it within 6 inches of the original spot (not nearer the hole and must be placed in the bunker)

I’m just writing to everyone to give them an idea of the schedule for the weeks ahead and general changes and plans for the year as a result of Covid-19. We cannot plan too far ahead this year so we will take it week by week.
Please keep registering for the new ClubV1 and HowDidIDo apps. We cannot open up the online booking system until members register and those that aren’t registered will be at a disadvantage booking tee times when the online system does go live. Attached to this email are complete instructions on how to register.
Midweek Competitions: Beginning on Wednesday the 1st July, we will now have an open competition that will run over the course of two days. The midweek competition will run on Wednesdays and Thursdays. This will give a chance for everyone to take part. For those that cannot play on Wednesday they can play on Thursday and vice versa. For singles competitions there will be a different CSS calculated on both days in accordance with GUI guidelines. This will also apply to weekend competitions on Saturdays and Sundays. Remember, if you do happen to be on the timesheet for both Wednesday/Thursday and Saturday/Sunday, the first round you play in must be your competition round or else it is deemed as practicing on the course beforehand and will be a disqualification. We would suggest that you do not play both days so everyone gets a chance to play in the competitions. The first competition will be an Open men’s singles stableford competition off the green markers on the 1st and 2nd of July.
Levies must be paid before you may play in any competition. This may be checked before every person enters a competition but validation will take place after the end of each competition. I would encourage new members to also pay levies and get their supplementary scorecards in quickly so they can receive a handicap. This will enable new members to play in competitions sooner.
Matchplay Competitions: Due to the late start as a result of Covid-19, we are running qualifying competitions for both the Al Hayes Singles Matchplay and the AMR Shanaway Cup FourBall. A decision will be made on the Westgate Motor Factors Foursomes competition at a later date.
A timeframe and schedule will be decided on these once the inter-club draws are made tomorrow Monday the 29th June.
Competition Rules and Guidelines: Unfortunately, not enough members have registered for the ClubV1 & HowDidIDo apps to enable us to use the mobile phone score entry and sign-in system for competitions. As a result of this, please find attached a copy of the guidelines and protocol for taking part in a competition paying particular attention to the role of the “marker” and scorecards. Please read them carefully before you arrive at the golf course. Copies will be available at the proshop also.
Local Rule Steps 8th Hole: Finally, please take note of the new local rule regarding the steps on the 8th hole. The local rule will be posted in the locker rooms, proshop and at the steps. The drop zone that is provided has nothing to do with providing relief from the penalty area (lake). It is solely there to provide relief from the steps interfering with your stance or swing. Line of sight relief is not provided in this rule.

ClubV1 Members Hub and HowDidIDo apps!
The sooner everyone registers, the sooner you will be able to see upcoming fixtures, schedule for the year ahead and club news. Also, the quicker everyone registers, the quicker we will be able to open the online booking system in the future. Most, if not all of the new members information has been inputted in to the system so they should also be able to register now as well.
New members without a GUI number and handicap will only be able to register for ClubV1. You will not be able to register for HowdidiIDo until you get a GUI number and handicap.
There are some incorrect/illegible emails we have received from members that are bouncing back to us and will therefore not allow you to register for the apps. We need to have your exact email address on our system in order for you to join.
Please find attached the information booklet containing all the information you need on how to download the apps and all the features associated with it. It is very important that everyone reads this information booklet. You have the option of showing your personal information to other members by selecting "Privacy" and ticking on the various fields to show information. Bear in mind that you might want to show your mobile and/or e-mail to allow other members to contact you to arrange matches or be contactable to team managers etc. Whatever information you decide to show to club members is entirely up to you.

To ensure that the game is played safely, golfers must observe the following rules:
In advance of play:
•If you are ill or have symptoms, stay at home.
•Schedule your tee-time in the manner prescribed by the club you are playing at. Under no circumstances should you arrive at the club without booking in advance.
•Ensure that your group size is no greater than that allowed by your club.
• Ensure that you have sufficient numbers of golf balls, markers, tees to avoid having to exchange equipment with others.
•Wash your hands and your golf equipment before you leave home.
•Aim to arrive at the Practice Area, if open at your club, no more than 15 minutes prior to play.
•It is recommended that, wherever possible, you travel to and from the golf course on your own or with members of your own household only
•Park your car in such a way as to facilitate physical distancing.
•Observe physical distancing rules at all times following your arrival at the club.
•If necessary, retrieve your clubs, shoes and other equipment from your locker.
•Change your shoes in the car park.
•Warm-up alone. Observe physical distancing rules on practice range and on the practice putting green. If your club has taken the decision to close practice facilities, this must be strictly adhered to.
•Avoid holing out on practice putting green, putt to a tee-peg instead.
On the course:
•Do not arrive at the first tee more than 5 minutes before your allotted tee time.
•Observe physical distancing at all times on the course.
•Following play of a hole, do not enter the next teeing ground until all members of the group in front have played their tee-shots and exited the teeing ground.
•If you must use a golf buggy, it must only be used by you and cannot be shared with or used by another player during the round.
•Do not exchange or share equipment, food or drink with other players during your round.
•Do not pick up another player’s equipment or golf ball.
•Do not use on-course water fountains, ball cleaners etc.
•Do not use rakes in bunkers
•Do not touch the flag or flagstick. Putt with the flagstick in and remove your own ball from the hole.
In addition, the following guidelines should be observed:
•Use the toilet facilities before you leave home.
•Bring your own hydration/food to the course.
•Bring your own hand sanitiser to the course & use regularly during the round.

The Golfing Union of Ireland can confirm that a significant majority of entered clubs have voted to proceed with a plan to run a limited schedule of inter-club competitions and events in 2020.
On 13 May 2020 the GUI wrote to all of its affiliated clubs requesting that they consider whether they wished to participate in a curtailed suite of inter-club competitions later this year.
Following a three-week feedback period, the results were as follows:
All-Ireland competitions:
AIG Senior Cup – 169 clubs (85% of original entry number) in favour of proceeding
AIG Junior Cup – 232 clubs (79% of original entry number) in favour of proceeding
AIG Jimmy Bruen Shield – 242 clubs (78% of original entry number) in favour of proceeding
AIG Pierce Purcell Shield – 253 clubs (76% of original entry number) in favour of proceeding
All-Ireland Gold Medals – 114 clubs (65% of original entry number) in favour of proceeding
Boys Under-18 Inter-Club – 108 clubs (92% of original entry number) in favour of proceeding
Provincial competitions:
Jack O'Sullivan (Connacht) – 27 clubs (78% of original entry number) in favour of proceeding
Barton Cup (Leinster) – 81 clubs (62% of original entry number) in favour of proceeding
Leinster Under-15 Inter-Club – 35 clubs (65% of original entry number) in favour of proceeding
Ulster Cup – 67 clubs (70% of original entry number) in favour of proceeding
What happens next?
It is the intention that draws and related information for these competitions will be published on Monday 29th June, with a potential commencement of matches not before 20th July 2020. The target commencement date is still subject to change to a later date, strictly dependent on public health restrictions – this will be confirmed with the publication of the draws.
As will be noted from the plan below, it remains to be determined whether the All-Ireland competitions will run to completion, or whether they will conclude at provincial level only in 2020. A further update on this timeline will be issued with the draws at the end of the month.
Also accompanying all draws will be a guidance checklist that all participating clubs must adhere to in order to prioritise safety of all concerned during matches.
What will be different about specific events?
With regard to the AIG competitions (Senior Cup, Junior Cup, Jimmy Bruen and Pierce Purcell) the plan provides for the following:
There will be no stroke play qualifiers. Instead, the competition will be run in the same way in all four provinces, with all matches prior to at least the provincial quarter-final being played on a home/away basis with the team drawn at home hosting three matches and the team drawn away hosting two. There will be a tight schedule to complete matches, with rounds generally being run off within a fortnight of each other. It will be essential that all participating clubs work with us and each other to ensure that all rounds are played in a timely manner. The full rules and procedures around this will be published with the draws at the end of the month.
Host clubs will NOT be required to provide post-match sit-down meals, caddies will not be allowed in any of the events, and there will be no requirement to provide complimentary practice rounds prior to matches. Practice, instead, will be discretionary, subject to each club's capabilities, and if agreed, it should always be reciprocal.
In order to facilitate safe social distancing, the AIG Jimmy Bruen and Pierce Purcell Shields will be conducted as four-ball competitions instead of foursomes. Matches will still be played off scratch and the handicap limits remain as before.
The All-Ireland finals have been provisionally rescheduled for Donegal Golf Club on 15-18 October 2020, which will facilitate these national competitions being run to a conclusion provided that matches are played on time and) that public health measures remain favourable. Should these provisos prove impossible to meet due to circumstances beyond our control, it remains the intention as per the plan to conclude these competitions at provincial level.
The intention is to hold the final of the Under-18 Inter-Club along with the four AIG events in Donegal in October, while the All-Ireland Gold Medal final remains scheduled for the K Club on 6th October, but with a new format that is fully set out in the plan

Please rake the sand from the middle of the bunker to cover the earth and stones around the sides. Rake out from centre to sides. Please make sure to check in at Proshop before you start.

In light of the large volume of queries received, the GUI and ILGU would like to clarify the situation which led to its communication to golfers and golf clubs confirming that club competitions would not be permitted in Phase 2.
Please note: This relates to golf clubs in the Republic of Ireland only.
In mid-April the GUI and ILGU submitted a draft Protocol to Government which outlined the means by which the Unions felt that golf could be re-introduced on a safe, low-risk basis. This submission by the Unions ultimately led to golf being included, as one of only two named sports, in Phase 1 of the Government’s Roadmap for Reopening Society and Business.
Once the Unions became aware of the phased approach taken by Government, Golf’s Protocol was updated to include phases matching those in the Government’s Roadmap and the Union’s submitted their updated Protocol to Government, including an Appendix setting out Golf’s phased plan. The Appendix indicated that Club competitions would be allowed in Phase 2.
The GUI and ILGU then issued the Protocol to clubs and golfers, emphasising that:
“Public health measures are likely to be continually updated by the Government. Even if golf continues to be allowed in such circumstances, the Protocol governing the safe playing of the game may be updated in line with any changes to public health measures.”
Phase 1 of Golf’s Protocol was subsequently approved by the Government appointed Expert Group on the Return to Sport. Feedback from the group was silent in relation to Phase 2 and subsequent phases.
On the week commencing 25th May, the Unions submitted their detailed Protocol for Phase 2 to Government, including some easing in restrictions relating to group sizes and tee-time intervals, indicating that the Protocol would be published and issued to affiliated clubs on Monday, 1st June.
On Wednesday, 3rd June, the Expert Group on the Return to Sport met and considered Phase 2 protocols from various sports. At this meeting, the Group decided that competitions across all team and individual sports would not be permitted in Phase 2. This was communicated to the Unions on Thursday, 4th June.
Clearly, the Unions remained of the view that golf competitions, played under that conditions set out in Appendix 2 of the Unions Phase 2 Protocol, posed no additional risk to golfers. This was communicated to Sport Ireland on the afternoon of Thursday, 4th June and Sport Ireland were asked to reconsider the position.
On the afternoon of Friday, 5th June, Sport Ireland confirmed the decision of the Expert Group, as follows:
“An important point is that the Expert Group advises against any competitive sport in Phase 2. That is a general point across all sports and not directed at golf specifically although relevant to your plans. Fairness and consistency of the application of advice across all sport is an important element of the mandate of the Expert Group.
There is a rationale behind that advice. Phase 2 remains a high risk Phase with COVID 19 still active in community settings. People are encouraged to return to sport and physical activity but strictly within public health guidelines. There are significant relaxations of the protocols but caution is still recommended. Competition in sport is not advised as it means higher intensity activity, more people involved in a particular event and an incentive for people to travel beyond the 20 km limit.
We understand your point that closed club competitions were included in protocols submitted some weeks ago. However, the Expert Group works on a Phase by Phase basis as the public health advice can change. Phase 2 was only considered on June 3 and it is understood that the public health emergency is an evolving situation with a high level of uncertainty from week to week. NGBs have to plan ahead but those plans are subject to change depending on Government approval and advice.”
The Unions then issued their statement to clubs confirming that competitions could not be played in Phase 2.
On the morning of Saturday, 6th June, the Department of Transport, Tourism and Sport issued a Press Release (See: https://www.gov.ie/en/press-release/c7327-return-to-sport-expert-group-recommends-further-steps-towards-phase-2-protocols/) confirming the decision of the Expert Group. The Press Release states:
“On this occasion, the Expert Group emphasized that the resumption of permitted sporting activity under phase 2 related to team sports training (but not matches) where social distancing can be maintained and where there is no contact. The focus is on team training, not on the playing of team games.
Accordingly, the Expert Group confirmed that training matches, friendlies, competitive fixtures or competitions in individual or team sport are not included under phase two; these will arise in later phases.”
The GUI and ILGU acknowledge the work of the Expert Group in the complex matter of getting sport re-started in a safe manner and particularly, for the progressive approach the Group has taken in deciding that golf would be included from Phase 1. We will continue to work with the Group as we progress through the Roadmap.
The Unions welcome the easing of travel restrictions from 8th June, and their proposed elimination from Phase 3, which will allow increased access to golf courses and the potential for additional revenue generation from green fees.
Finally, we would like to commend our member clubs and golfers for the manner in which they have embraced Golf’s Protocol during Phase 1 and we welcome the fact that our game continues to provide an outlet to people in these challenging times.

An update to the phase 2 protocols yesterday informed us that we are not allowed to have any competitions until after the 29th of June. Therefore, there will be no competitions until after that date. This is a move that surprised us all as we had prepared fully for a return to competitions from next Monday the 8th of June. The members also put in a huge effort last night to get the bunkers back in play and in excellent condition and a sincere thanks to those members. It is a setback from a financial standpoint also, considering competitions are vital for revenue for all golf clubs especially in these tough times.
The basic thinking coming from the discussions between the GUI, ILGU, Sport Ireland and the government is that there would be no competitive action in any sport across the board.
While it is disappointing, we are able to return to playing in fourballs on Monday the 8th June which I am sure is a relief to many players.
Also, it will give our new members more time to obtain a GUI number and handicap. Due to the huge rise in new members, it will give our committees more time to process all this information.
Finally, thanks to everyone who registered for the HowDidIDo and ClubV1 apps.
Just to note, some people have only registered with HowDidIDo. You must then register for ClubV1 after this. You will use the exact same details you used to log in to HowDidIdo to log in to ClubV1. Local Rule Steps 8th Hole: Finally, please take note of the new local rule regarding the steps on the 8th hole. The local rule will be posted in the locker rooms, proshop and at the steps. The drop zone that will be provided is nothing to do with providing relief from the penalty area (lake). It is solely there to provide relief from the steps interfering with your stance or swing. Line of sight relief is not provided in this rule.

The new club management system ClubV1 is ready for rollout!
The new system is amazing. It will allow members to book tee times, check their handicap, access to all competitions results and fixture lists etc. etc.
Please find attached detailed instructions on how to download and register both apps (ClubV1 & HowDidIDo) on android or iOS or through a desktop.
Also attached is a booklet outlining the many features of both the ClubV1 and HowDidIDo apps. Please read through it as it explains how you can manage every part of your own account.
I would encourage all members to download and register for the apps as quickly as possible so we can get online booking and communications to all members as quickly as possible.
The online booking system will not be in operation until the next phase and you will need to ring the pro-shop for tee times so we can continue to adhere to GUI protocols and guidelines.

Golf’s Protocol in Phase 2 of Roadmap for Reopening Society and Business is likely to permit clubs to include fourballs on their timesheets and the re-introduction of competitive golf. The competition Secretary, Colm Mullen will advise members thereon later in the week.
It is important for golfers to note that if members wish to avail of the ‘Golfers Insurance’ they should furnish their remittance of €27 to Anne Marie Russell at the Pro-shop. The Closing date for acceptance of the insurance premium is Sunday 7th June, 2020.
With competitive golf likely to commence next week there is likely to be big demand for tee times. In the interest of fairness only those members of have paid their Club Levy for the current year may participate in club competitions. If you have overlooked same, the levy is €20.00 and can be paid in the Pro-shop.
It is also noted that the Handicap Secretary has received a large number of requests from new members for a handicap. The GUI levy of €24.00 should be paid in order for the handicap application to be processed. Any existing member should also ensure that their GUI levy is paid for the current year. Again, payment can be made in the Pro-shop.
The Club Officers and Committees are most thankful to you the members who have adhered to the Protocols in place for the re-opening of the golf club. There has been a very small number of players who have not adhered to the rules of booking your tee time and checking in at the Pro-shop before playing. We strongly encourage those players to stop the practice of walking onto the 1st Tee/Golf Course without checking in. The club can only ensure that golf is conducted in a safe and responsible manner if everyone complies with the rules. The Club Officers must ensure that Woodstock Golf club is complying with the agreed Protocols and golf is taking place in a safe and socially distant manner.
Anne Marie Russell has done excellent work to date to ensure that our Contact Tracing Records are kept properly and up to date. Please make her task that bit easier by adhering to the rules.

I hope everyone is keeping safe and well.
Well done to everyone so far on adhering to the rules and guidelines.
Everything has gone very well so far.
In order to get club competitions back up and running next week, which is the plan, there are some things we need to do in preparation for this.
We need to get the bunkers back in play and in pristine condition. Without this, we cannot go ahead with any qualifying competitions. In order to do this, we need help from the members. We are meeting at the shed at 8pm Friday evening. If we get 4 people working on each hole (2 per bunker) we will get each hole done in no time!
Please leave your car in the carpark and walk to the shed.
Bring a spade, clippers and a bucket if possible.
Paddy would like us to pull any weeds or debris from the bunker and he would also like us to clip the grass around the edges of the bunker. We can also edge the bunkers neatly using a spade so we have a clear defined edge on each bunker.
There is no need to rake the bunker as more sand will be going into them
once they are tidied up.

Re-introduction of competition golf
Subject to the government confirming this week that Phase 2 can commence under the Roadmap for Reopening Society and Business, the GUI and ILGU have announced details of how golf will operate from June 8th.
Golf 's Protocol, in Phase 2, has been relaxed slightly to permit clubs to include four-balls on their timesheets. This phase will also see the reintroduction of competitive golf and all clubs have been issued guidance on running competitions during the COVID-19 pandemic. The task of administering competitions, performed by volunteer committee members, may be more labour intensive in the current circumstances. Golfers must be mindful, as a result, that additional time is likely to be required to finalise results and update handicaps.
Outdoor group activities can also resume during this phase and the process of reintroducing junior activity to golf clubs is included in the updated Protocol.
The Protocol sets out the basis on which golf can be played in a safe manner, during Phase 2 of the Government's Roadmap. Golfers are expected to observe the underlying public health guidance, including travel restrictions, set out at: www.hse.ie/coronavirus/ and www.gov.ie. These rules are subject to change and golfers are asked to check www.golfnet.ie regularly for updates.
As we enter Phase 2 of the phased re-introduction of golf, there remains a major responsibility on golf clubs and golfers to ensure that our sport is conducted in a safe and responsible manner. Full adherence to the provisions of this Protocol is absolutely essential. Golf is in the very privileged position to have been allowed to resume at this stage and this return has been based on the sport being able to demonstrate to government that it can take place in a safe, socially distant manner.
The ongoing COVID-19 public health emergency remains our primary concern and overriding priority. The Unions acknowledge the tremendous efforts of all frontline workers which has allowed golf and society in general to consider this gradual return to normal life.

Protocol sets out safe measures for golf to return in a phased manner

Golf fortunate in being one of the first sports to resume during the pandemic

Subject to the Government confirming next week that Phase 1 can commence, golf clubs in the Republic of Ireland can resume activity from May 18th under the Irish government’s Roadmap for Reopening of Society and Business once they follow the protocol
jointly published by the GUI and ILGU.
This Protocol is the basis on which the Unions and Golf Ireland sought the inclusion by the Government of the resumption of golf
in Phase 1 of its Roadmap.
As one of the first sports to be allowed to resume, there is a major responsibility on golf clubs and golfers to ensure that our sport is conducted in a safe and responsible manner. Full adherence to the provisions of this Protocol is absolutely essential.
It should be noted that the Government continues to monitor the situation closely and have not ruled out the reintroduction of restrictions which could see golf clubs closed once again if the Protocol is not followed.
The Protocol is aligned to the five planned phases of the Government’s Roadmap and sets out how the restrictions on golf will be eased over the coming months. Please note that this Protocol may be updated or amended in line with ongoing Government advice.
Golf is in the very privileged position to be allowed to resume at this stage and this return has been based on the sport being able to demonstrate to government that it can take place in a safe, socially distant manner.
All clubs, golfers and staff have a shared responsibility to ensure the Protocol is adhered to. We ask that clubs pledge their commitment to implementing the protocol by signing up

We are aware that there are several other unofficial guidelines in circulation. These documents have not been reviewed by the relevant government departments and state agencies. Therefore, golf clubs and golfers must exclusively adhere to the Protocol
as published by the GUI and ILGU.

Golf will be open for business on May 18 but it won't be business as usual.
While the easing of Covid-19 restrictions is welcomed by all, many will still be in place during the early stages of the Government’s easing of lockdown measures.
Golf's governing bodies on the island of Ireland – the GUI and the ILGU – are waiting for the Government to clear up some of the finer details before they release their official protocol for golfing under Phase 1 of the Government roadmap.

Golf’s national governing bodies – Golf Ireland, the Irish Ladies Golf Union and the Golfing Union of Ireland – have warmly welcomed the Taoiseach’s confirmation that golf courses can reopen for play on a restricted basis in the first phase of the Government’s roadmap for the easing of Covid-19 restrictions later this month.
Since the restrictions were introduced in March, the governing bodies have been engaging intensively with the Irish Government and its agencies on a range of issues including the financial impact of the crisis on golf clubs, the importance of allowing essential maintenance of courses over the past five weeks, and the potential for the safe resumption of golf.
To that end, golf’s governing bodies have prepared a comprehensive draft protocol on the safe resumption of play on which we have been engaging with the Government over recent weeks. We now intend to finalise this protocol in the coming week, in consultation with the Government, and issue clear advice to our member clubs well in advance of the reopening of courses on 18 May. That advice will emphasise the absolute necessity of golf clubs adhering to the terms of the protocol for safe play.
In the initial stage, play will be for members only and competitions will not be permitted. We would ask clubs to refrain from opening timesheets for booking until the protocol is published, as it will contain vital information on group sizes and timesheet intervals.
The governing bodies will also continue to work closely with the Government in the coming weeks and months to seek support for golf clubs that have been severely impacted by the Covid-19 restrictions.
As today’s announcement only relates to golf clubs in the Republic of Ireland, the governing bodies will continue to work with the U.K. authorities and the Northern Ireland Executive to seek the safe resumption of golf for our clubs in Northern Ireland.
Mark Kennelly, CEO of Golf Ireland said:
“The golf community in Ireland welcomes the Taoiseach’s confirmation that our clubs can reopen on a restricted basis in the first phase of the Government’s plan to ease the Covid-19 restrictions. This means that golf will be one of the first sports to resume and will give golf club members the opportunity to return to play on a limited but safe basis.
“Golf offers the potential to play a significant role in the recovery from this crisis in public health terms. Our sport provides a valuable outlet for healthy outdoor activity which can be enjoyed with the appropriate safety measures in place”.
“We hope that, later in the year, golf can also make a valuable contribution to economic recovery, particularly in the domestic tourism sector.”
“On behalf of the national governing bodies, I want thank the golfers of Ireland for putting the health of their communities and fellow members first during this crisis and to urge them to continue to strictly adhere to the protocols for safe golf which will be finalised shortly and to continue to follow the public health advice of the Government and health authorities.”
“We wish to acknowledge the tremendous efforts being made by frontline workers across Ireland whose commitment and dedication to caring for those inflicted with COVID-19 has led us to a point where we can begin to consider a return to activities such as golf.”

It is with profound regret that we must ask
our members to refrain from using the course
in order to comply with the Government recommendation in relation to the
Coronavirus pandemic which has been endorsed by both the ILGU AND GUI.
While golf is an outdoor sport that allows players to exercise in the fresh air, the message is very clear – members must stay at home to help contain the spread of COVID-19.
The only good news is that our green keeping staff can still attend and work on the course and ensure that it is in pristine condition when we get the opportunity to play the game that we all love as soon as it is safe to do so.
It has been great to see the return of our Course Superintendent, Paddy Comber to Woodstock Golf Club recently after his long illness. We all know the wonderful work he has done over the years and he and the staff are most deserving of our support. Paddy and his staff had earmarked next week for the annual hollow – tining and will take the opportunity to proceed with this work.
The Coronavirus has a huge impact on all our members. It is inevitable that with the loss of employment many of you will find it extremely difficult to make the monthly payments of your subscription. Could we ask you to do your best as the money will be utilised to keep our wonderful staff in employment to maintain the course. Anyone who has a difficulty please revert to me when an alternative payment plan can be put in place.
The course closure is difficult for everyone. The fact that a date of opening of 19th April 2020 has been set does not mean we will open in 1 Month.
However, the period of closure will be credited to members membership at the end of the year, E.g. if we Reopen on 1st May 2020, your membership for this year will run until 28th February 2021. To those members who have paid there 2020 subscription in full you will also get the additional credit at the start of next year
You will appreciate that there are developments daily in relation to COVID-19.
We will continue to liaise with the appropriate authorities and adhere to best practice as recommended.

World Handicap System
The World Handicap System (WHS)
is ready to be launched from January 2020
and will provide golfers with a unified and
more inclusive handicapping system
for the first time.
The system is expected to launch in Ireland on 2nd November 2020.
Though many countries are planning to adopt the new system in January, the system will go live in other parts of the world throughout the year to accommodate different implementation plans and variations in the golfing calendar.
Developed by The R&A and USGA in close coordination with existing handicapping authorities, the WHS will provide all golfers with a consistent measure of playing ability, with handicaps calculated in the same way wherever they are in the world.
A key objective of the initiative was to develop a modern system, enabling as many golfers as possible to obtain and maintain a Handicap Index. Golfers will be able to transport their Handicap Index globally and compete or play a casual round with players from other regions on a fair basis. It will also indicate the score a golfer is reasonably capable of achieving the next time they go out to play.
The table lists the estimated implementation timeframes for a selection of countries:

The WHS has two main components – the Rules of Handicapping and the Course Rating System. The Rules of Handicapping are encompassed within seven Rules to inform administrators and golfers on how an official Handicap Index is calculated and administered, with some flexibility given to national associations based on how the sport is played and enjoyed in their region. The Course Rating System, based on the USGA Course Rating System first adopted nearly 50 years ago and already adopted on nearly every continent, sets out a consistent method of determining a course’s difficulty.
Together, these components become the foundational elements in determining a golfer’s Handicap Index.
Martin Slumbers, Chief Executive of The R&A said, “The game of golf is transforming to meet the needs of the modern-day golfer; modernising the Rules this year was an important step forward in that regard and the World Handicap System will be another.
“Our hope is that the launch of the WHS will be a catalyst for change; signalling the start of a new era of golfer engagement, being inclusive by embracing all golfers, whatever their level of ability, and broadening its appeal to a much wider audience.
“Change also means opportunity and, managed appropriately, this can only be good for the game. It does mean there will be a period of adjustment, as we saw with the new Rules, but once it beds in golfers and golf clubs will benefit in many ways from the new system.”
“When the golf community works together, everyone benefits,” said Mike Davis, CEO of the USGA. “We have seen the benefit that handicapping has provided for decades, providing greater enjoyment for all who play.
To have a single set of Rules of Handicapping for the game will connect golfers from country to country, and we are excited to bring the best of all worlds together through this initiative.
“It is one of the many ways we are investing in golf’s future, to strengthen and foster growth of the entire game for years to come.”
In preparation for the launch of the WHS, more than 3,000 golf courses have been rated for the first time and an extensive education program has been delivered. By the end of 2019, more than 90 National Associations will have attended an educational seminar and a robust library of resources is hosted on WHS.com to support regional education.
Rules of Handicapping books are being produced and will be translated and delivered through national associations.
In addition, the USGA and The R&A have developed a series of golfer-focused materials, including videos, infographics and posters, which can be used by national associations and shared with golf clubs for the benefit of golfers.
This includes a promotional video which can be seen here featuring Annika Sorenstam, Gary Player and voices from recreational golfers from around the world to encourage as many golfers as possible to obtain and maintain a handicap.
The materials explain the system’s key features, including:
Flexibility in formats of play, allowing both competitive and recreational rounds to count for handicap purposes and ensuring that a Handicap Index reflects demonstrated ability
A minimal number of scores needed to obtain a new handicap; with the number of scores needed to obtain a new handicap being 54 holes from any combination of 18-hole and 9-hole rounds (with some discretion available for national or regional associations)
An average-based calculation of a handicap, taken from the best eight out of the last 20 scores and factoring in memory of demonstrated ability for better responsiveness/control
A calculation that considers the impact that abnormal course and weather conditions might have on a player’s performance each day
Timely handicap revisions
A limit of Net Double Bogey on the maximum hole score (for handicapping purposes only)
A maximum handicap limit of 54.0, regardless of gender, to encourage more golfers to measure and track their performance to increase their enjoyment of the game
The formation of a World Handicap System was first conceived in 2011 between the USGA and The R&A in an effort to engage more golfers in the game and promote equity, no matter where golf is played.
The effort unites six existing handicapping systems into one, while embracing the many ways the sport is played across cultures.
Beginning in 2020, the new WHS will be governed by The R&A and the USGA and administered by national and regional golf associations around the world.
The existing six handicapping authorities, Golf Australia, the Council of National Golf Unions (CONGU) in Great Britain and Ireland, the European Golf Association (EGA), the South African Golf Association (SAGA), the Argentine Golf Association (AAG) and the USGA, represent approximately 15 million golfers in 80 countries who currently maintain a golf handicap.
As an extension of their support of the Rules of Golf worldwide, Rolex has made a commitment to support The R&A’s and the USGA’s efforts to implement the World Handicap System.

Preferred Lies - Model Local Rule E-3
When a player's ball lies in a part of the general area cut to fairway height or less, the player may take free relief once by placing the original ball or another ball in and playing it from this relief area:
Reference Point:
Spot of the original ball.

Must not be nearer the hole than the reference point,

E-3 Preferred Lies
Purpose. When occasional local abnormal conditions might interfere with fair play, the affected parts of the course can be defined as ground under repair.
But adverse conditions such as heavy snows, spring thaws, prolonged rains or extreme heat can sometimes damage the course or prevent use of heavy mowing equipment.
When such conditions are widespread on the course, the Committee can choose to adopt a Local Rule for "preferred lies" (also known as "winter rules") to allow fair play or help protect the fairway.
Such a Local Rule should be withdrawn as soon as conditions allow.

Ollie O’Loughlin is holding his annual
Sr Ethel Normoyle, Charity Golf Outing
at Woodstock Golf Club on
Saturday the 5th October 2019.
Ollie will be running the outing on behalf of Missionvale Ireland Ltd., a local based charitable trust, which was specifically set up in 2008 to support the ongoing work of Sr. Ethel in the aids infected (70% of population) and poverty stricken township of Missionvale in Port Elizabeth, South Africa.
Sr Ethel hails from Lissycasey and has spent the last 30 years of her life helping the poor in Missionvale Township.
Details of the charity and the work of Sr Ethel Normoyle are contained in their website missionvaleireland.org.
Ollie would appreciate any support Woodstock Golf Club members could give towards this event. The outing is a ‘team of four event-modified scramble ’ and is open to all golfers with a cost of €120 per team. Tee box sponsorship is also welcome at a cost of €100. The tee times has been reserved from 12.30 to 15.30 on Saturday the 5th October. Woodstock will also facilitate any team that wishes to play on Friday the 4th October
Ollie wishes to emphasise that he knows that members are regularly getting requests for this kind of event and fully understands if you are not in a position to help his charity at this time.

OUR OPEN SINGLES ON WEDNESDAY 26TH JUNE WILL BE RUN AS FOLLOWS AS A TRIAL RUN FOR ONE DAY ONLY. THE PURPOSE OF THIS IS TO GET MEMBERS AND GUESTS FEEDBACK ON HOW THE COURSE WOULD FUNCTION IF WE WERE TO PLAY THE FRONT NINE AND BACK NINE IN REVERSE IN THE FUTURE.
PLAYERS WILL BEGIN ON THE 10TH HOLE AND PLAY THROUGH TO THE 18TH HOLE. THIS WILL BE THE FRONT NINE.
PLAYERS WILL THEN WALK TO PRESENT 1ST HOLE AND PLAY THROUGH TO THE 9TH HOLE WHICH WILL BE THE FINISHING HOLE.
THIS WILL BE THE BACK 9.
THERE ARE NEW TEMPORARY SCORECARDS IN THE PROSHOP WHICH WILL BE GIVEN TO EACH PLAYER WHEN THEY SIGN IN AS NORMAL FOR THE COMPETITION.
THESE SCORECARDS ARE LAID OUT WITH THE 10TH HOLE MARKED AS THE 1ST HOLE SO PLAYERS ARE ASKED TO FILL OUT THEIR SCORECARDS AS NORMAL. PLAYERS WILL REGISTER FOR THE COMPETITION AS NORMAL ON THE COMPUTER ALSO.
UNFORTUNATELY, AS OF YET WE ARE UNABLE TO CHANGE THE ORDER OF THE BACK NINE AND FRONT NINE ON THE COMPUTER WHEN PLAYERS ARE INPUTTING THEIR SCORES.
THEREFORE, PLAYERS MUST ENTER THE SCORES THEY GOT FOR EACH HOLE CORRECTLY ON THE COMPUTER. (e.g. you will enter your score for the 1st Hole on the computer as normal and continue for all 18 holes). PLEASE TAKE CARE WHEN ENTERING YOUR SCORES INTO COMPUTER.

Winter was still very much in the air for the first event of the ILGU Scratch Cup Circuit at Carlow Golf Club yesterday.
However the high winds and icy squalls did not phase 16-year-old Aine Donegan (Woodstock) who, following rounds of 78 and 77, secured a three shot victory over Louise Coffey (Malone).

Due to the adverse weather conditions and the course being closed,
the Spring League has been cancelled this weekend
and deferred until next weekend.
Anyone in the Spring League may play their Spring League Singles
from Wednesday the 20th March up to Sunday 24th March.

In the event of any further cancellations

PURPOSE: STROKE PLAY HAS SPECIFIC RULES. (particularly for scorecards holing out because:
EACH PLAYER COMPETES AGAINST ALL OTHER PLAYERS IN THE COMPETITION.
ALL PLAYERS NEED TO BE TREATED EQUALLY UNDER THE RULES.
AFTER THE ROUND, THE PLAYER AND MARKER (who keep's the players score) MUST CERTIFY THAT THE PLAYER's SCORE FOR EACH HOLE IS RIGHT AND THE PLAYER MUST RETURN THE SCORE CARD TO THE COMMITTEE.
SCORING IN STROKE PLAY.
THE PLAYER'S SCORE IS KEPT ON HIS OR HER SCORECARD BY THE MARKER WHO IS EITHER IDENTIFIED BY THE COMMITTEE OR CHOSEN BY THE PLAYER IN WAY OF APPROVED BY COMMITTEE.
THE PLAYER MUST USE THE SAME MARKER FOR THE ENTIRE, UNLESS THE COMMITTEE APPROVES A CHANGE EITHER BEFORE OR AFTER IT HAPPENS.
(1). MARKERS'S RESPONSIBILITY: ENTERING AND CERTIFYING HOLE SCORES ON SCORECARD.
AFTER EACH HOLE DURING THE ROUND, THE MARKER SHOULD CONFIRM WITH THE PLAYER THE NUMBER OF STROKES ON THAT HOLE, INCLUDING STROKES MADE AND PENALTY STROKES, then enter that gross score on the scorecard.

MUST NOT CHANGE A HOLE SCORE ENTERED BY THE MARKER EXCEPT WITH THE MARKER'S AGREEMENT OR COMMITTEE'S APPROVAL.
